TR CU 032/2013 «On safety of equipment operating under excessive pressure»

Regulatory scope

1. Vessels designed for gases and vapors (compressed; liquefied; dissolved under pressure), as well as for liquids, and used for fluids of groups 1 and 2
2. Boilers intended to produce hot water, temperature of which is over 110 °C or vapor, excessive pressure of which is over 0,05 MPa, as well as direct-fired vessels
3. Pipelines designed for gases and vapors (compressed; liquefied; dissolved under pressure), as well as for liquids, and used for fluids of groups 1 and 2
4. Valves designed for gases and vapors (compressed; liquefied; dissolved under pressure), as well as for liquids, and used for fluids of groups 1 and 2
5. Components of equipment (assembly units) and its accessories that withstand pressure
6. Indicating and safety devices, except for devices classified as measuring instruments
7. Pressure chambers (except for medical single-seated ones)
8. Protecting devices and appliances

Group 1 of fluids includes media consisting of flammable, oxidizing, combustible, explosive, toxic and high toxic gases, liquids and vapors in a single-phase condition as well as mixtures thereof.
Group 2 includes other fluids, which do not belong to group 1.

4. Vessels operating under pressure (pressure vessels), created by blast inside them in line with the technical process or by combustion in the mode of self-spreading high temperature synthesis
5. Equipment specially designed to be used on marine and river ships, and other floating crafts and underwater facilities
6. Brake equipment of railway rolling stock, motor transport and other means of transport
7. Vessels specially designed to be used on aeroplanes and other airborne vehicles
8. Military-specific equipment
9. Parts of machines, which do not represent individual vessels (pump and turbines casings, cylinders of steam, hydraulic, internal combustion engines, air machines and compressors)
10. Medical single-seated pressure chambers
11. Equipment with aerosol sprayers
12. Casings of high-voltage electrical equipment (switchgear assemblies, distributing devices, transformers and rotating electrical machines)
13. Casings and housings of the electric power transmission system components (power supply cable products and communication cables) operating under excessive pressure
14. Equipment manufactured (produced) of non-metallic flexible (elastic) shell
15. Exhaust or intake silencers
16. Tanks or siphons for carbonated drinks
17. Systems for the supply, distribution and drainage of water with a temperature of 110 °C or less, as well as supply conduits in hydraulic power units and related equipment details
18. Heating appliances and pipelines in water heating systems of buildings and housing
19. Equipment and components of equipment for supplying engines with gaseous fuels (compressed natural gas, liquefied petroleum gas (or liquefied hydrocarbon gas), liquefied natural gas, dimethyl ether fuel), specially designed for use on wheeled vehicles

Certification / declaration of conformity as per TR CU 032/2013

Certification shall be carried out with regard to equipment of categories 3 and 4 according to schemes 1c, 7c (for series-produced products), 3c (for batch of products) and 4c (for single item).

Declaring with regard to equipment of categories 1 and 2 as well as equipment of any category, which is finalized using permanent connections on site according to schemes 1d, 3d, 5d (for series-produced products) and 2d, 4d (for batch of products, single item).

Requirements for applicants

When certifying the products conformity to the requirements of TR CU 032/2013 in the forms of certification and declaring of conformity the applicants can be as follows:

as per schemes 1c, 7с, 1d, 3d, 5d – manufacturers or representatives authorized by manufacturer

as per schemes 3c, 4c, 2d, 4d – manufacturers, vendors or representatives authorized by manufacturer

Mandatory requirement: applicant (legal entity or individual entrepreneur) must be a resident of the Eurasian Economic Union.

2. Technical passport of equipment

5. Strength analysis, capacity analysis for safety devices (if such are available according to the design)
6. Process procedures and details of the technical processes (data on the used materials, semi-finished products, component parts, welding materials and of the methods and parameters of welding conditions and heat-treatment, non-destructive methods and results)
7. Information on the tests (measurements) performed
8. Equipment test reports performed by the manufacturer, by a representative authorized by a manufacturer and (or) by an accredited test laboratory
9. Document confirming materials and complementary parts performance (if any)
10. Certificates of conformity, declarations of conformity or test reports with regard to the materials, component parts (if any)
11. List of standards that were voluntarily used when making (producing) equipment for compliance with TR CU 032/2013 from the list to the regulations (in case the manufacturer used them)
