Declaration of conformity
Declaration of conformity is a document that certifies conformity of the products being released (released) to the requirements of statutory documents including the technical regulations of the Customs Union.
Depending on the scheme applied the products conformity assessment in the form of declaring of conformity is to be performed on the basis of applicant’s own evidence and (or) evidence obtained involving the accredited test laboratory and (or) certification authority.
Declaration of conformity has equal legal force with the certificate. At the applicant’s will, if provided for by the technical regulations, declaring can be substituted with certification.
Differences of declaration from certificate
- declaration of conformity shall be executed on a mandatory basis, the forms of voluntary products conformity declaring do not exist
- declaration of conformity with all its annexes shall be executed on A4 white paper sheets (210 × 297 mm) and to be certified with the stamp of the applicant-company and signature of its header or authorized person
- responsibility for information stated in the declaration shall be borne by the applicant-company, while for information stated in the certificate of conformity the applicant shall share responsibility with the certification authority that issued the certificate
Requirements for applicants
The applicants for conformity declaring can only be the residents of the Eurasian Economic Union (legal entities or individual entrepreneurs) who are manufacturers, or vendors (importers), or representatives authorized by the manufacturer depending on the scheme of declaring.
The circle of applicants is specified by the relevant technical regulations.
Procedure for accepting the declaration of conformity
- The applicant shall select the conformity declaring scheme
- The applicant shall complete and analyze the documents that certify conformity of products to the technical regulations requirements
- The applicant shall perform production control and takes measures so that the process of production ensures conformity of products to the requirements of the technical regulations (for series-produced products)
- Depending on the scheme of declaring the applicant shall perform the tests for products in the accredited testinf laboratory or testing laboratory of the manufacturer unless otherwise specified by the technical regulations
- The certification authority shall carry out the products type assessment (if provided so by the declaration scheme)
- Applicant shall accept and have the declaration of conformity registered
- Applicant shall ensure marking the products with the unified mark of products circulation
Validity of the declaration of conformity is determined by the relevant technical regulations of the Customs Union. Maximum validity period for series-produced products is no more than 5 years.
Declaration of conformity is executed according to the Unified form and rules approved by the Decision of the Board of the Eurasian Economic Commission of December 25, 2012 № 293.
Registration of the declaration of conformity
The registration of declarations of conformity in the Russian Federation is carried out by the national accreditation body (Rosaccreditation).
If the law of the Eurasian Economic Union provides that the registration of declarations of conformity is carried out exclusively by certification bodies, the registration of declarations of conformity is carried out by certification bodies accredited in the national accreditation system, included in the Unified Register of Conformity Assessment Bodies of the Eurasian Economic Union and the scope of accreditation of which extends for the declared products.The Certification Authority of POLYTECH Group, accredited by the Federal Accreditation Service (RusAccreditation) and included into the national Unified Register of Conformity Assessment Bodies of the Eurasian Economic Union, supports with the registration of declarations of conformity for the following products:
- low-voltage equipment (TR CU 004/2011)
- machines and equipment (TR CU 010/2011)
- devices operating on fuel gas (TR CU 016/2011)
- technical means for electromagnetic safety (TR CU 020/2011)
- equipment operating under excessive pressure (TR CU 032/2013)

Documents needed for registration of declaration
For registering the declaration, the applicant shall provide the certification authority with a declaration itself and the following documents:- application for registration
- details confirming the state registration of a legal entity or a natural person as an individual entrepreneur
- copy of a contract with the manufacturer providing for compliance of the supplied products with the requirements of the technical regulation and liability for non-compliance of the products supplied to the customs territory of the Eurasian Economic Unity to the above requirements (for a person authorized by manufacturer)
- copies of evidentiary documents including the results of studies (tests) and measurements certifying conformity to the technical regulation requirements
Unified conformity mark
The products that meet the requirements of all the technical regulations of the Customs Union and those that passed the conformity assessment procedure including in the form of declaring of conformity shall be labelled with the following unified conformity mark:

Marking of products with that mark is to be performed before products are released for trade using a method that provides for legible and clear mark image for the entire service life of products.
Schemes of declaring of conformity
Products declaring of conformity procedure is prescribed in relevant technical regulations of the Customs Union based on the typical schemes of conformity assessment, which are described in the Procedure for application of the typical schemes of conformity assessment to the requirements of the technical regulations of the Customs Union approved by the Decision of the Customs Union Commission of April 07, 2011 № 621 (hereinafter Decision № 621).
