Declaration of conformity
Declaration of Conformity is a document that certifies conformity of the products being released (released) to the requirements of statutory documents including the technical regulations of the Eurasian Economic Union (Customs Union).
Depending on the scheme applied, the product conformity assessment in the form of declaration of conformity is to be performed on the basis of applicant’s own evidence and (or) evidence obtained involving the accredited Testing Laboratory (Center) and (or) Certification Authority.
Declaration of conformity has equal legal force with the certificate. At the applicant’s will, if provided for by the technical regulations, declaring can be substituted with certification.
Differences of declaration from certificate
- declaration of conformity shall be executed on a mandatory basis, the forms of voluntary products conformity declaring do not exist
- declaration of conformity with all its annexes shall be executed on A4 white paper sheets (210 × 297 mm) and to be certified with the stamp of the applicant-company and signature of its header or authorized person
- the Applicant is responsible for the information specified in the declaration, while for the information specified in the certificate of conformity, the Applicant shares responsibility with the Certification Authority that issued the certificate
Requirements for Applicants
When declaring conformity, only residents of the Eurasian Economic Union (legal entities or individual entrepreneurs) who are either manufacturers, vendors (importers), or representatives authorized by manufacturer, depending on the declaration scheme, can act as Applicants.
The circle of Applicants is specified by the relevant technical regulations.
Procedure for accepting the declaration of conformity
- The Applicant selects a conformity declaration scheme
- The Applicant completes and analyzes documents confirming product compliance with the requirements of technical regulations
- The Applicant carries out production control and takes measures so that the production process ensures product compliance with the requirements of technical regulations (for serially manufactured products)
- Depending on the declaration scheme, the Applicant tests the product in the accredited Testing Laboratory (Center) or the manufacturer’s own testing laboratory, unless otherwise specified by the technical regulations
- The Certification Authority carries out the product type assessment (if this is provided for in the declaration scheme)
- The Applicant accepts and registeres the declaration of conformity
- The Applicant ensures that products are marked with the unified conformiry mark
The validity pariod of the declaration of conformity is determined by the relevant technical regulations of the Eurasian Economic Union (Customs Union). Maximum validity period for serially manufactured products is no more than 5 years.
Declaration of conformity is executed according to the Unified form and rules approved by the Decision of the Board of the Eurasian Economic Commission of December 25, 2012 № 293.
Registration of the declaration of conformity
Registration of declarations of conformity in the Russian Federation is carried out by the national accreditation body (Rosaccreditation).
If the law of the Eurasian Economic Union provides that the registration of declarations of conformity is carried out exclusively by certification bodies, registration of declarations of conformity is carried out by certification bodies accredited in the national accreditation system, included in the Unified Register of Conformity Assessment Bodies of the Eurasian Economic Union and the scope of accreditation of which extends for the declared products.The Certification Authority of POLYTECH Group, accredited by the Federal Accreditation Service (Rosaccreditation) and included into the national Unified Register of Conformity Assessment Bodies of the Eurasian Economic Union, supports with the registration of declarations of conformity for the following products:

Documents needed for registration of declaration
To register the declaration, the Applicant provides the Certification Authority with the declaration itself and the following documents:- application for registration
- details confirming state registration of a legal entity or an individual entrepreneur
- an agreement with the manufacturer (including a foreign manufacturer), providing for compliance of products supplied to the customs territory of the Eurasian Economic Union with the requirements of the technical regulations and responsibility for non-compliance of such products with the specified requirements (for a representative authorized by manufacturer)
- documents confirming product compliance with the requirements of technical regulations, including testing reports certifying conformity to the technical regulation requirements
Unified conformity mark
Products that meet the requirements of all the technical regulations of the Eurasian Economic Union (Customs Union) and have passed the conformity assessment procedure including in the form of a a declaration of conformity, are labelled with the following unified conformity mark:
Products are labelled with this mark before they are released for trade in a manner that ensures egible and clear image of the mark throughout the entire service life of products.
Declaration of conformity schemes
The procedure for declaring product conformity is established in the relevant technical regulations of the Eurasian Economic Union (Customs Union) on the basis of standard conformity schemes, which are described in the "Regulations on the procedure for applying standard schemes for assessing (confirming) compliance with the requirements of the technical regulations of the Customs Union", approved by the Decision of the Customs Union Commission of April 07, 2011 № 621 (hereinafter Decision № 621).
These Regulations shall be applied in the course of certification of product to the extent that it does not contradict the provisions established in the technical regulations of the Customs Union, until changes are made to them regarding forms, schemes and procedures for conformity assessment based on standard schemes approved by the Decision of the Council of the Eurasian Economic Commission dated April 18, 2018 No. 44.
