TR CU 010/2011 «On safety of machines and equipment»

Regulatory scope

Machines and (or) equipment including those used at hazardous industrial facilities, for which types of hazard have been detected and identified, the requirements for elimination and reduction of which are set out according to the Annexes № 1 and № 2 to the regulations.

Annexes № 1 and № 2 to the regulations contain basic and supplementary safety requirements for machines and equipment.

Exempted equipment

1. Used machines and (or) equipment, or those produced for own manufacturers’ needs
2. Component and spare parts to machines used for repair (maintenance) of machines and (or) equipment
3. Machines and (or) equipment meant to maintain integrity and stability of communication networks performance and use of RF spectrum
4. Machines and (or) equipment used for medical purposes and used in direct contact with a patient (X-ray, diagnostic, therapeutic, orthopedic, dental, surgical equipment)
5. Machines and (or) equipment specially designed for nuclear energy use area. Effect of the provisions of the TR CU 010/2011 to the general industrial purposes machines and (or) equipment used in nuclear energy area shall be applied to the extent not inconsistent with the requirements pertaining to nuclear and radiation safety
6. Wheeled vehicles except for the machines and (or) equipment mounted thereon
7. Marine and river means of transport (vessels and floating crafts including machines and (or) equipment used thereon)
8. Airborne and space vehicles
9. Railway rolling stock and technical means specially designed to be used in railway transport and metropolitan railway
10. Recreational facilities
11. Weapons and military equipment
12. Machines and (or) equipment designed to be used by the physically-disabled persons
13. Agricultural and forestry tractors and trailers except for the machines and (or) equipment mounted thereon
14. Drilling rigs except for the machines and (or) equipment used thereon

Certification / declaration of conformity as per TR CU 010/2011

Respective lists of the items targeted by technical regulation and subject to certification and declaring of conformity are given in Annex 3 to the regulations.

Certification with regard to the machines and (or) equipment is carried out according schemes 1c (for series-produced products), 3c (for a batch of products, single item), 9c (for a batch of products).

Declaring with regard to the machines and (or) equipment is carried out according to schemes 1d, 3d, 5d, 6d (for series-produced products) and 2d, 4d (for a batch of products, single item).

Requirements for applicants

When confirming the products conformity to the requirements of TR CU 010/2011 in the forms of certification and declaring of conformity the applicants can be as follows:

as per schemes 1c, 9c, 1d, 3d, 5d, 6d – manufacturers or representatives authorized by manufacturer

по схемам 3c, 2d, 4d – manufacturers, vendors or representatives authorized by manufacturer

Mandatory requirement: applicant (legal entity or individual entrepreneur) must be a resident of the Eurasian Economic Union.

Validity periods for a certificate / declaration of conformity

Set of documents for products

1. Safety justification
2. Technical specifications (if any, for the Russian manufacturers)
3. Operating documents (technical passport, operating manual)
4. List of standards that were voluntarily used when making (producing) machines and (or) equipment for compliance with TR CU 010/2011 from the list to the regulations (in case the manufacturer used them)
5. Contract (delivery agreement) or shipping documentation (for a batch of products, single item)
6. Manufacturer’s management system certificate (if any)
7. Details of the researches performed (if any)
8. Tests reports for machines and (or) equipment performed by a manufacturer, vendor, a representatine acting as a foreign manufacturer and (or) by testing laboratories (if any)
9. Certificates of conformity for materials and component parts or tests reports for them (if any)
10. Certificates of conformity for certain machines and (or) equipment obtained from foreign certification agencies (if any)
11. Other documents, which directly and indirectly certify conformity of machines and (or) equipment to the requirements of TR CU 010/2011 (if any)
