According to the Federal Service for Accreditation (Rosaccreditation), manufacturers and suppliers may re-issue a certificate of conformity for a consignment of products that was originally imported into Russia under a certificate of conformity issued in another EAEU member state, the validity of which has been terminated on the territory of Russia.
To do this, it is necessary to contact a Russian Certification Authority and carry out sampling from the already imported batch in accordance with the selected certification scheme. Given that the consignment has already been imported into Russia, it is not required to submit a customs declaration or other documents used as a customs declaration for products imported as samples. In this case, a certificate is issued for the consignment, and its validity will apply to the remaining stock of that imported batch.
In other cases, when certifying in Russia a consignment of products imported from abroad, under Article 104 of the EAEU Customs Code, it will be necessary to provide proof of the importation of samples for laboratory tests into the country. The absence of a customs declaration or other documents used as a customs declaration for products imported as samples is grounds for declaring the certificate of conformity invalid (in accordance with paragraphs 10 and 18 of the Rules for Suspension, Renewal and Termination of Certificates of Conformity and Recognition Thereof as Invalid, approved by Resolution of the Government of the Russian Federation No. 936 of 19 June 2021).
