As of November 30, 2025, Government Resolution No. 1669 dated October 27, 2025, "On Amending Government Resolution No. 936 of June 19, 2021", has come into force. This resolution grants state control (supervision) authorities and Rosaccreditation the power to suspend, within the territory of the Russian Federation, declarations of conformity and certificates of conformity issued in other member states of the Eurasian Economic Union (EAEU) in violation of mandatory requirements.
Rosaccreditation now has the right to invalidate certificates of conformity and declarations of conformity issued in other EAEU countries within the territory of the Russian Federation. This applies upon receiving information about products being imported into Russia that do not comply with the mandatory requirements of EAEU technical regulations or whose accompanying documents are not supported by authentic test (measurement) reports.
To ensure transparency, all decisions by Rosaccreditation to suspend certificates of conformity and declarations of conformity will be entered into the Rosaccreditation Federal State Information System (FGIS). They will also be sent to the Eurasian Economic Commission and the authorized bodies of the EAEU member states where these certificates and declarations were issued.
The new measures are aimed at strengthening control over product safety and quality, as well as supporting conscientious manufacturers and market participants in the certification field who fully conduct the necessary tests and measurements.
