By Decision No. 36 of the Board of the Eurasian Economic Commission (EEC) of March 13, 2026, amendments are introduced to the Technical Regulation of the Customs Union "On Safety of Machinery and Equipment" (TR CU 010/2011), adopted by Decision No. 823 of the Customs Union Commission of October 18, 2011.
The EEC Board Decision clarifies the scope of the Technical Regulation, including the list of exclusions, to which drilling platforms, fire safety equipment, electrical equipment (household appliances, audio and video equipment, office machinery), as well as tractors and trailers thereof falling under the scope of another technical regulation, are additionally added. Article 2 of the Technical Regulation is supplemented with new terms and their definitions, including "off-road heavy-duty vehicle", "mining equipment", "compact tractor", "apron bus", "special purpose trailer", "self-propelled machine", "universal power unit", etc. The definitions of designated life, designated service life and designated storage period are clarified.
The document introduces new requirements for the identification of self-propelled machines and special purpose trailers. It establishes that the identification number must contain 17 characters, include the year of manufacture code, and be affixed to a non-removable part of the machine. A manufacturer using base machines from another manufacturer shall generate and affix a new identification number, while retaining the previous number.Requirements for operational documents are adjusted: they must be drawn up in Russian, and for household machines, self-propelled machines and special purpose trailers – only on paper media. The rules for making changes to the design of machines in service are clarified.
The amendments introduce a new form of conformity confirmation for self-propelled machines and special purpose trailers – a technical description to be provided by the manufacturer. It is established that for self-propelled machines and special purpose trailers manufactured for the first time, a one‑time declaration of conformity for a batch of up to 100 units under scheme 2d is permitted.
The lists of products subject to certification and declaration of conformity in TR CU 010/2011 have been revised. In particular, the following are subject to certification: off‑road vehicles (quad bikes, snowmobiles), universal power units, special purpose trailers, mining machines, industrial tractors, personal mobility devices (electric scooters, gyroscooters, unicycles), apron buses. Subject to declaration are, among others: cranes, conveyors, pumping equipment, bicycles with a seat height of 635 mm or more, as well as stationary machines for various industries.
For the Republic of Armenia and the Kyrgyz Republic, a transitional period is established until April 1, 2040, during which conformity assessment for certain types of products in the form of declaration instead of certification is permitted. A number of provisions of the amendments apply from April 1, 2028. Conformity assessment documents issued before the entry into force of the Decision shall remain valid until the expiry of their validity period, but no later than September 1, 2031. Production and placing on the market of products under such documents is permitted until September 1, 2031, and their circulation – within the established service life.
The EEC Board Decision enters into force on September 1, 2026, with the exception of the provisions on the transitional procedure for the Republic of Armenia and the Kyrgyz Republic, which enter into force on April 1, 2028.
