A draft amendments to the Federal Law "On the Ensuring of the Uniformity of Measurements" has been submitted to the State Duma of the Federal Assembly of the Russian Federation.
The draft provides amendments to the Federal Law "On the Ensuring of the Uniformity of Measurements", aimed at prioritizing the electronic registration processing of the results of works (services) in the field of ensuring the uniformity of measurements. The transition to electronic registration of the results of works (services), as a basic form of their confirmation, is proposed to prescribe for the type approval of measuring instruments and measuring instruments calibration. In this case, the issuance of paper documents remains possible, but is secondary and is carried out only at the request of the applicant.
The explanatory note to the document draws attention to the fact that these changes are necessary in the context of the transition to a digital economy and will ensure transparency and control over the data of metrological works, as well as eliminate cases of falsification of calibration certificates.
Appropriate measures will make it possible to use information about the approved types of standard samples, types of measuring instruments and measuring instruments calibration included in the data collection as an evidence base for compliance with mandatory metrological requirements, and will also increase the efficiency of state regulation in the field of ensuring the uniformity of measurements.
Enactment of this draft will also help reduce the timelines and cost in this field.
