The President of the Russian Federation signed Federal Law No. 18-FZ dated February 14, 2024 "On Amendments to the Federal Law "On Ensuring the Uniformity of Measurements".
The adjusted law on ensuring the uniformity of measurements, in particular, clarified the relevant area of state regulation. It excludes types of activities not defined by law, such as banking and government accounting operations. At the same time, activities related to the production, use and trade of precious metals and the extraction, use and trade of precious stones are included.
The Russian reference base, in addition to state standards, will include standards of legal entities and individual entrepreneurs.
In order to expand the possibilities of using standards of units of quantities and measuring instruments when working abroad, it is allowed to use indicators owned by foreign organizations. This will concern standards and measuring instruments comparable to Russian ones. Thus, the costs of organizations for metrological work during the construction of facilities abroad will be reduced.
An amnesty has been introduced for measuring instruments approved for use before the law came into force. We are talking about those measuring instruments that, after the adoption of the law, confirm compliance with metrological requirements based on verification results, meet the established requirements, but cannot be used in the field of state regulation, since they are not measuring instruments of an approved type. Such measuring instruments are approved for use as appropriate means.
The procedure for using standard reference data in measurements has been established. In the absence of approved standard data, you can use data on physical constants and properties of substances and materials that are accepted by international organizations with the participation of Russia.
The law comes into force on March 1, 2025, with the exception of provisions that will come into force in 2026.
